NOTICE TO CITY OF SEBASTIAN RESIDENTS
Re: EASY STREET PROJECT

On March 10, 2008, the City of Sebastian anticipates starting construction on the Easy Street Renovation project. With the deteriorating condition of this road, the project aims to replace driveway culverts, widen and resurface Easy Street, add sidewalks, and recontour and improve the drainage swales. The project will also provide associated new striping and signage. Total construction time is estimated at six months.

The first step in this project will be to remove driveway segments and reset driveway culverts. This action will help stormwater flow by replacing clogged and/or deteriorated culverts and setting them at a uniform elevation. Driveway rehabilitation is to be completed first in order to provide ample area for the approximately 1.5 feet that will be added to each side of Easy Street. The portion of driveway scheduled for removal will leave your driveway in an unfinished condition for approximately four to five months. However, each driveway will be made usable by installing coquina rock. The rock will remain until such time as the sequence of construction calls for the new concrete driveways.

The City will do its best to minimize your inconvenience during this project; however, there may be times when delays and annoyances occur. Your patience with this process is greatly appreciated. If you have any special needs or questions during this process, they should be directed to Linda Kinchen in the Public Works Department at 228-7052. For information and time schedules about construction, please contact the City Engineer at 589-5490. Citizens Police Academy

The Sebastian Police Department is now accepting applications for the second annual Citizens Police Academy, beginning Thursday, January 17, 2008 at 6:30 P.M. at the Sebastian Police Department.

The Citizens Police Academy is a twelve (12) week program designed to provide a working knowledge and background of the Sebastian Police Department. This program is intended to foster a closer relationship between our agency and the community. It provides an avenue for community involvement and provides first hand experience of policing.

There is no cost to attend the Citizens Police Academy. Upon completion of the Citizens Police Academy, members will be awarded a “Certificate of Graduation”.

We are only able to support 25 persons per class, so make sure you apply using our application available at the Sebastian Police Department, on line at www.sebastianpd.org or contact Community Policing Specialist, Officer Steve Marcinik at 589-5233 extension 8576 to receive an application by mail

CITY TRANSPORTATION

Indian River County provides  two types of transportation for residents:

Community Coach
Transportation operated by the Indian River Council on Aging. The Community Coach provides pick-up and  drop-off  ‘Door to Door’ for a small fee to seniors who are mobile but unable to drive and need to get to medical appointments, shopping etc. Wheelchair service is available.  Reservations required.  Call 772-569-0903

Indian River Transit
Transportation is operated by the Indian River County Council on Aging and provides free Community Public Transportation throughout Indian River County.  The buses operate on a fixed route Monday through Friday from 8:09 a.m. to 5:00 p.m. All ages are welcome and bus stops are marked throughout the county. Passengers must be able to board disembark and carry their own packages on and off the vehicles. For Sebastian residents listed below for your review is Route #5 and #9 Schedule. www.GoLineIRT.com

The Parks and Recreation Committee of the City of Sebastian is looking to start an ADOPT A PARK program. If you live near a neighborhood park and would like to keep watch over it, letting the committee know when there are safety concerns, problems or other amenities that the park may need, please contact the Parks and Recreation Committee by attending their meetings on the fourth Monday of every month.

City Rules Relative to Dogs in Parks

Dogs are permitted in all City parks EXCEPT parks and facilities set out below:

Barber Street Sports Complex

Friendship Park

Schumann Tennis Courts

All docks and piers

During any special events conducted in parks where large crowds are expected such as 4 th of July, Clambake, Art & Music, Craft or Art Shows, festivals, concerts in the park, etc.

Dogs must be on a leash of six feet or less

The City will be installing additional cleanup stations. We urge you to keep Sebastian clean by picking up after your dog so we can continue to permit dogs to visit our City parks.

MOTORSCOOTERS AND GO-PEDS

Motorscooters and go-peds are not considered motorcycles, however when driven on the streets or roadways a driver’s license is required of the operator. In addition to a driver’s license, a child under the age of 16 years must wear a helmet. The motorized vehicles may not be operated on sidewalks or bike paths.

In an effort to prevent the serious injuries and fatalities that we have seen on the news media from occurring in Sebastian, police officers have been instructed to verbally warn and inform youngsters in regard to scooter riding. We are doing this out of concern for the children who are unfamiliar with the dangers of the roadways.

Beginning March 1st officers will begin stricter enforcement by impounding illegally operated scooters and citing unlicensed operators.
