Council-Member Hill’s career in local government politics started as a member of the City of Sebastian Charter Review Committee in 1999. He ran for Sebastian City Council in 2000 and was elected to a two year term. Jim ran again in 2002 and was re-elected to another two year term, serving as Vice Mayor from 2002 to 2003. He did not seek re-election in 2004 but rather decided to seek a seat on the Indian River County Commission, and though unsuccessful, it demonstrated his growing aspiration for public service.

Jim once again ran for Sebastian City Council in 2008 and was elected to a two year term and then was re-elected in 2010. He served as Vice Mayor from 2008 to 2010 and was the Mayor of the City of Sebastian from 2010 - 2011.

During his time on Sebastian City Council, Council-Member Hill has served as a member of the Indian River County Elected Officials Oversight Committee for School Concurrency, Indian River County Tourist Development Council, Indian River County Beach and Shores Preservation Committee, Treasure Coast Regional Planning Council, and Metropolitan Planning Organization and meets with the members of the other Indian River County municipalities on a regular basis on issues affecting all of them.

He is the owner of Innovative Drain Technologies, serving the golf industry throughout the southeastern United States.

He loves his home town, the City of Sebastian, and keeps a positive slant in his duties as a Council-Member. He is often heard describing his love of the place by calling it “fantastic” and expressing his hope for its future and the futures of its children

Former Council Member in 1984

I moved here from Cleveland, Ohio in July 1979. I have been a Sebastian resident for 37 years.

I have one daughter, 5 grandchildren and 2 great-grandchildren

I studied business and psychology at Cuyahoga Community College in Cleveland.

I worked as a Branch Manager of a national finance company and transferred to the Melbourne, Florida office after agreeing to take an assistant manager position.  After a few years I went to work at the Sebastian Sun newspaper as a reporter and office assistant.

I got an Emergency Medical Technician degree from Indian River State College while a  member of the Sebastian Volunteer Ambulance Squad prior to Indian River County taking it over , and a member of the Sebastian 4th of July Committee before the Lions Club took it over.

After moving to Sebastian I became a member of the Parks and Recreation Committee serving as chairman for a number of years.  I ran for City Council in 1984 filling a vacant one year term.  After my term was over I went to work for the City of Sebastian Public works Department in 1985 where I stayed until I retired in January 2016. 

My commitment is to the future of Sebastian and I hope to see it grow in the right direction and continue to serve the residents with a level of service that does not break down.

Sebastian is a great place to live and work and I hope we can keep it as beautiful and peaceful as it is now.

Ed and his wife, Denise, moved to Sebastian in 2001. After a week-end visit with his brother, they decided this was the place they wanted to spend their retirement. Ed is a Vietnam veteran. He has a BS in Business Management degree from West Virginia State University. He worked in business and technology consulting for over 30 years. Prior to his retirement he was President and CEO of a health insurance technology firm.

Ed started his city involvement as a member of the Code Enforcement Board, serving as chair for two years. He also served on the Charter Review Committee. He has been a member of the Planning and Zoning Commission for the past six years, serving as the Chair for three years.

Serving on these boards, committees and commissions has given Ed a unique view into the working of the city government, which has provided him a great understanding of the complex rules and regulations facing the city staff as they strive to provide assistance to the community.

In addition to serving on the City Council, Ed is a member of the Treasure Coast Regional Planning Council.

Ed's priorities for the next two years are:

  • Indian River Lagoon cleanup,
  • Review of city codes to eliminate or simplify them where possible,
  • Simplification of the process to open new businesses within the city,
  • Septic to sewer conversion, and
  • Control of city spending.

Bob was born in Brooklyn, New York where faith, family and a commitment to service were instilled in him at an early age by his parents. At eighteen, Bob enlisted in the U.S. Army where he served as an Explosive Ordnance Disposal Technician, rising to the rank of Sergeant. After the Army he graduated from the State University of New York at Albany with a B.A. in Political Science and English.

He remained in the Army Reserves for several years and was activated for Operation Desert Storm. For the next decade, he worked in several different capacities which, along with his training in the Army, helped him develop a unique set of leadership and professional skills.

In 2001, Bob began a career with the Florida Department of Children and Families. He started as a Child Protective Investigator and quickly rose through the ranks becoming a Supervisor at the Child Advocacy Center in Brevard County. In July 2008 Bob was promoted to Program Administrator for all Child Protective Investigations for Circuit 19; encompassing Indian River, St. Lucie, Martin and Okeechobee Counties. In April 2013 Bob was promoted to DCF Community Development Administrator for Circuit 19.

Bob serves on many boards throughout the Treasure Coast and Okeechobee. He serves on the Executive Roundtables for Indian River, Okeechobee and St. Lucie Counties as well as the Shared Services Alliance of Okeechobee and the Treasure Coast. He is also a member of the Indian River County Children’s Services Advisory Committee and SAFIR(Substance Abuse Free Indian River). Bob has participated in the Senior Resource Association’s Senior Needs Assessment for Indian River County as well as the recently completed Children’s Needs Assessment and Kindergarten Collaborative Assessment for Indian River County. While on the Council, Bob has continued to advocate for child abuse and domestic violence awareness as well as foster care, adoption, and the Guardian Ad Litem program.

The McPartlans enjoy the family oriented atmosphere of Sebastian as well as all of the activities the beautiful riverfront has to offer.
