Under direction of the Network Manager employee will provide technical architectural project management and participation in the overall network design as well as assist in network projects of the Network Systems Analyst group with support across all areas of the network. Providing additions or changes to the network for all WAN, LAN and Telco configurations, including servers, routers, switches, and all system software facilities. Manage and maintain the Network Architecture and provides support to assigned City of Sebastian geographic units. Perform user support and instruction in maintenance and utilization of supported hardware/software applications. Employee will diagnose and resolve hardware/software related problems on computer equipment operating in stand-alone, network, and/or remote environments. Incumbents perform essential functions as outlined herein according to area of assignment, to include operating the City’s Audio Visual equipment during live broadcasts on the government channel. The employee will be required to work various after-hour City Council and Committee meetings to operate the AV Control Room, including other multi-media devices in the Council Chambers. Employee ensures that all meetings authorized for broadcast can be televised live and replayed as scheduled by the respective board or commission. Employee will also update the City of Sebastian’s Website and Local Government Channel and performs related work as directed.
Performs general duties including, live telecasting of approved meetings. Schedules re-broadcasts of meetings and other authorized videos. Maintains a flexible working schedule that allows the employee to work up to (4) four night meetings per week, including Special Council Meetings/Workshops, Planning and Zoning Meetings, and others as deemed necessary by the City Council. The employee will be able to flex their daily hours to accommodate the meeting schedules. Provide support for Channel 25 City broadcasts and maintain all City websites. Review Microsoft® Active Directory™ domain architecture and when assigned take charge on enhancing the structural design. Monitor network activity utilizing network management tools to provide proactive maintenance of network activity for assigned servers. Installs/upgrades new hardware, software for various departments utilizing stand alone, on-line, and/or remote environment systems. Troubleshoots user problems and provide corrective measures. Provides instruction to end users in maintenance and use of supported applications/hardware. As designee of the Network Manager, works in a consulting capacity with user departments by providing advice related to the initiation and implementation of proposed applications to the appropriate department manager. MIS Dept. employees are on call and are required to report for duty within a reasonable timeframe, if called.
Bachelor’s Degree in technical field and three years of Help Desk Level 1 support and technical experience. Must possess a current and valid Cisco Network certification or the equivalent in education and experience (i.e., associate’s degree, 4+ year’s experience in information technology, and CCNA). High level of technical proficiency Microsoft Windows desktop operating systems (Windows 2000 and later), medium technical proficiency in Microsoft Windows Server operating systems (Windows 2000 Server and newer), Microsoft server packages (Exchange, IIS, etc.), VMware ESXi 3.5 and newer. Possesses basic knowledge of Voice Over IP (VOIP) design, implementation, maintenance, and troubleshooting. Must be both a team player and a self-starter. Must have basic understanding of A/V, recording, editing, and TV Broadcasting. A high degree of time management and people skills are a necessity.
Certification in at least one network operating system (i.e. Microsoft Certified Systems Engineer or Novell NetWare Engineer). Cisco certification is strongly recommended. Four or more years of help desk support experience or call center experience and working in project team environment. Experience with infrastructure and network operating system monitoring tools. Excellent people skills are essential.

FACILITIES MAINTENANCE DIVISION
The City of Sebastian is accepting applications for the position of Custodian (Temporary Part-Time) for the Public Works Department, Facilities Maintenance Division.
Under general supervision of Facilities Maintenance Supervisor, performs routine custodial and maintenance cleaning to include but not limited to all city offices, School Annex building, Council Chambers, hallways, bathrooms, break rooms of City Hall, Police Department, Public Works Complex, Airport, Golf Course and bathrooms at all city parks. Operates and maintains equipment in a safe manner. Employee must exercise independent judgment and initiative in completing assigned tasks. Able to work unsupervised. Able to work weekends, holidays and rotating shifts. Performs related duties as assigned.
ESSENTIAL JOB FUNCTIONS
Provides care, maintenance, cleanliness and safety of the City of Sebastian grounds and buildings for the citizens and staff. Performs routine custodial services for safety and appearance by washing, waxing, mopping, sweeping, dusting, cleaning, climbing a high ladder, using cleaning chemicals which may be noxious on occasions, and disinfecting areas etc. Empties waste receptacles and disposes of refuse. Inspects and cleans restrooms and stock paper products in restrooms. Dust mop and sweeps all tile floors. Wipes down counters and glass in foyer areas. Vacuums all area rugs and carpets. Routine errands: pick up or drop off materials and supplies; move boxes and cartons; and other errands as directed. Operates and maintains equipment in a safe manner. Assists immediate supervisor in identifying needs relating to custodial, maintenance and safety issues. Observes standard operating procedures and safety practices and maintains cleanliness of work area and tools. Must have the ability to understand written and oral instructions and directions, and able to work independently with little or no supervision. Must adhere to proper safety protocol and utilize the appropriate safety equipment (i.e., gloves, mask, back brace, safety glasses, etc.). Reports to work at the assigned time and place with the assigned tools and equipment required to complete all essential and non-essential job functions
High School Diploma or G.E.D Equivalent. Must possess a valid Florida Driver’s License and maintain a good driving record throughout employment. Must have some experience in basic janitorial/custodial duties; or any equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. Must have knowledge of use and maintenance of vacuum cleaners machines, and other tools and equipment used for custodial work. Must be able to work weekends, holidays and rotating shifts. For safety and productivity reasons, this position requires the ability to read and write English fluently. Must be physically able to exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force as needed to move objects. Must be able to pass the Criminal Justice Information System (CJIS) Security Test and an extensive criminal background test.

The City of Sebastian is accepting applications for the position of Regular Part-time 911-Emergency Dispatcher for the Police Department. Positions are open until filled.
This is a highly specialized and responsible position that involves confidential work. The employee works with considerable independence within the scope of established laws, rules, regulations and technical procedures.
Monitors all radio channels for the agency in addition to all Fire and EMS channels for calls dispatched by the Sheriff’s office within the city limits. Answers 911 emergency and administrative non-emergency calls for service, and dispatches an officer when needed or transfer call to the appropriate agency. Answer phone requests for referrals and information and relays that information to the correct individual(s). Assists the public by disseminating accurate and appropriate information, as dictated by the nature of the call.
Interprets maps and provide clear directions when needed. Also responsible for specialized clerical and public contact work in receiving and transmitting message for the department. Receives and accurately registers complaints in CAD; logs radio transmissions by inputting call information into CAD. Searches for and retrieves information from in-house and remote databases. Runs FCIC/NCIC and Driver And Vehicle Information Database (DAVID) computer checks, teletypes other agencies for information and confirmations. Assists officers and other department personnel within the means provided in the Communications Center.
Responds to walk-in citizens. Monitors equipment for malfunctions. Monitors cameras and alarms for Police Department, City Hall, Airport, evidence compound, and Communication Center i.e., generator alarm, fire alarm, booking etc., and dispatches the appropriate personnel when needed. Operates other related equipment, i.e., facsimile, copy machine, scanners, shredder, radios, TDD (Telephone Device Hearing Impaired), printer, computers, copiers, and telephone.
Participates in in-house training to develop specialized unit knowledge for the purpose of acquiring progressively responsible duties.
High school diploma or GED equivalent. Experience and/or training involving clerical, data entry, public contact and customer service work. Experience in Police, Fire or 911 emergency dispatch or police aide work, college level course in criminal justice, telecommunications or related field preferred. With continued employment contingent on the ability to participate in and satisfactorily complete established in-house training that provides the essential knowledge and skill in the communications function; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities. Must be able to work various shifts.
Completion of FCIC/NCIC training for certification. Experience in radio dispatching of emergency services, is preferred. Must have computer knowledge with good keyboarding skills. Must be able to type accurately. Must have good telephone etiquette. Multi-tasking, and multi-functional skills a must, and must have the ability to prioritize.

TENNIS COURT ATTENDANT
PUBLIC WORKS DEPARTMENT
The City of Sebastian is accepting applications for the position of Temporary Part-Time Tennis Court Attendant for the Public Works Department, Park Division. Applications will be accepted until position(s) are filled.
Under general direction of the Superintendent of Parks & Recreation or his/her designee, the purpose of this position is to perform a variety of duties relating to the security and safety of the Tennis Court patrons and the maintenance of the Tennis Court grounds. Tennis Court Attendants will be responsible for activities relating to admissions, security and maintenance. Must be able to assist and work other areas when necessary. Performs related work as directed.
Applicant's responsibilities include collection of administration fees for the Tennis Court, verification of completed waiver form, maintenance of the playing surface, minor cleaning of facilities and checking player's safety equipment. Must be able to prepare daily and weekly reports summarizing collection of fees and bring all monies collected bi-weekly to the Finance Department; do safety checks and maintain control over a safe environment at all times including ensuring that all players obey court safety rules both inside and around the perimeter of the Tennis Court. Responsibilities will also include the setting up of activities and the cleaning up at the end of the day. Must be able to communicate orally and be able to implement City approved disciplinary procedures when required to do so. Court Attendant will correct all potential safety concerns or, if necessary, report it to immediate supervisor.

The City of Sebastian is conducting an open recruitment for the position of Regular full-time Police Officer for the Police Department.
Under the general direction of the Chief of Police, this is law enforcement and public safety work in the protection of life and property through the enforcement of laws and ordinances. Employees in this classification perform work in varied law enforcement assignments such as motorized patrol, traffic control and enforcement, preliminary and follow-up investigation at crime scenes, and provide first responder treatment to the injured etc. Work involves an element of danger, and employee must be able to act without direct supervision exercising independent discretion in meeting emergencies.
Performs law enforcement patrol activities including, but not limited to; arresting violators of the law, computer checks of property, persons, firearms, stolen equipment, and wanted and/or stolen vehicles. Must be able to assess drivers' ability to operate vehicles. Must be able to transport mental patients, prisoner or suspects; conducts felony stops, and searches for missing, lost and or wanted persons. Conducts dwelling, building or grounds check; pursues vehicles; detains driver of suspected vehicle; responds to alarm calls and subdues resisting offenders using force where appropriate, including deadly force. Conducts law enforcement investigations, including but not limited to records identifying marks on vehicles, firearms and other objects; prepares, reviews and distributes BOLO reports for wanted notices and coordinates activities at crash sites, crimes or investigation scenes, secure crime scene, collects crime scene evidence; transports evidence or property. Conducts live photo lineups; prepares written or computer generated reports and presents testimony and evidence in both civil and criminal court proceedings. Must be able to interact well with the public, including speaking before public groups, be able to administer first-aid to sick and injured persons; administers CPR procedures, and provides security for special functions.
MINIMUM QUALIFICATIONS AND REQUIREMENTS:
Graduation from High School or G.E.D equivalent. Must be at least nineteen (19) years of age at time of appointment; have completed the State Examination with a passing score, or enrolled in an approved Florida Department of Law Enforcement (FDLE) program.
