STONECROP PROJECT UPDATES

The City of Sebastian proposes drainage improvements in the Stonecrop Drainage Watershed area along Stonecrop Street in Sebastian, FL 32958. The proposed project shall improve the drainage capacity of a municipal service canal in the Stonecrop Watershed area and include earthwork necessary to re-slope canal banks, removal of vegetation, and installation of an Armorflex articulating concrete block revetment system. The existing storm piping under Laconia Street will be replaced by a precast bridge system. All work will tie back to existing grade and restore any damaged infrastructure. The final discharge point for the improved canal remains the same, initially the stormwater pond west of Stonecrop Street and ultimately the south prong of the St. Sebastian River / Indian River Lagoon. This proposal will serve to provide improved hydraulic capacity and protection of canal banks, structural foundations, and other property improvements. The project shall provide protection against a 100-year storm event. Activities will be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.

All work falls under a FEMA funded Hazard Mitigation Grant cost share grant.  The project is 75% federally funded, and 25% is funded by the City of Sebastian.

SCHEDULE: 

APRIL 29, 2024 - APPROVAL - City received approval from FDEM/FEMA for project to move forward!

MAY 3, 2024 - RESIDENT PREPARATION - Residents were notified to remove all fencing and items out of the easement.  Please remove any plantings, furniture, equipment, fencing, etc.  The project all falls within the City's drainage easement and does not impact private property.  

*NOTE: All items that are not removed by residents will be removed by the contractor.  This is merely a courteous reminder so if you would rather remove your own fence or any other property, you can do so on your own.  If you prefer for the contractor to remove them, they will be removed during construction.  Again all removal costs are covered by the project, however re-installation is not covered by the project.  We will inform residents when the project is complete and fence re-installations may begin.  The City wanted to give as much notice as possible if residents wanted to make accommodations for temporary fencing during the project.  All permitting fees will be waived for either temporary fences or re-installations after the project.  

CONSTRUCTION START - END OF JUNE - The City and contractor met on May 15th to discuss scope and schedule.  The team still needs to coordinate internal, as well as subcontractor schedules, and is looking to begin work at the end of June.  Please check back for more updates.
