UPDATED Stonecrop Phases

See below for descriptions of each phase of work happening.

June 30, 2025 - Laconia St to re-open in a temporary condition by end of day June 30th.  It will be open for approximately two weeks.  At that time it will be closed again for the final mill and overlay of the pavement.  Having the roadway open these two weeks will provide additional traffic compaction allowing for a better final product.  Please note the Stonecrop project is still within the restoration phase.  All construction/restoration work will be completed by the end of July.  

April 22, 2025 - Bevan Dr between Majestic and Montrose to be closed April 21st - May 2nd.  Please note the Laconia Street closure has been extended through June.  Phase 1A ditch re-establishment work is complete and restoration will continue through first week in May.  Once all work in this section of the ditch is complete we will notify residents when fences can be reinstalled.  

January 17, 2025 - Construction has been delayed until February 3rd.  Until that time touchups to the silt fencing will occur, as well as some deliveries, but formal mobilization has been moved to February 3rd. 

January 17, 2025 - PHASING HAS BEEN UPDATED - In coordination with subcontractors it has been chosen to start with the work from Laconia Street moving West to Bevan Drive as PHASE 1A.  The Second phase will now be from Bevan Dr to Stonecrop St.  

January 2, 2025 - PHASE 1B - ROADWAY WORK AT LACONIA ST - While ditch work is happening crews will also be preparing a section of Laconia Street for a ConSpan Bridge installation.  Road closures will tentatively occur February 3 - March 28th.  Message Boards and detour signs will be placed to inform drivers.  

November 12, 2024 - TREE & FENCE REMOVALS - Crews will be out starting December 2nd removing trees within the drainage easement.  Letters will be delivered to affected residents by the contractor.   During the tree risk assessment an arborist determined all trees that would be negatively impacted by the construction that could pose future dangers.  All of these trees will be removed.  Fences that will need to be removed for access during construction will also be removed.  Contractor will coordinate with residents.  Larger construction within the drainage ditch will begin later in December after all removals have been completed. 

August 14, 2024 - GOPHER TORTOISE RELOCATIONDuring site visits Gopher Tortoise burrows have been found and we are in the middle of applying for a relocation permit with Fish and Wildlife Conservation (FWC).  No heavy equipment can be in the Right of Way /Easements within 25' of a gopher tortoise burrow.  Plans and preparations are being completed as well as discussions with homeowners while we wait for approval to relocate tortoises.  Relocation process anticipated to start at end of September.  Larger work is on hold until permit is received.     

August 14, 2024- FENCE REMOVAL- Began on July 15th.  Majority of fences within the Right of Way have been removed.  Final discussions with homeowners to continue this week.  All heavy equipment work has been put on hold due to Gopher Tortoise protection requirements.

August 7, 2024 - TREE RISK ASSESSMENT - A tree risk assessment was completed between Stonecrop St and Bevan Dr to determine if any trees within private property will be negatively impacted or left unsafe by the work in the easement/Right of Way.  City staff will be reaching out to residents who have trees that the arborist recommended be removed as they may not survive or be de-stabilized by the work.  The City will be removing these additional trees with the homeowner's permission.  

June - SURVEY WORK - Survey was completed to show extent of Drainage Right of Way and Easements where work will be completed

MAY 3, 2024 - RESIDENT PREPARATION - Residents were notified to remove all fencing and items out of the easement.  Please remove any plantings, furniture, equipment, fencing, etc.  The project all falls within the City's drainage easement and does not impact private property.  

APRIL 29, 2024 - APPROVAL - City received approval from FDEM/FEMA for project to move forward!



GENERAL PROJECT INFORMATION:

The City of Sebastian proposes drainage improvements in the Stonecrop Drainage Watershed area along Stonecrop Street in Sebastian, FL 32958. The proposed project shall improve the drainage capacity of a municipal service canal in the Stonecrop Watershed area and include earthwork necessary to re-slope canal banks, removal of vegetation, and installation of an Armorflex articulating concrete block revetment system. The existing storm piping under Laconia Street will be replaced by a precast bridge system. All work will tie back to existing grade and restore any damaged infrastructure. The final discharge point for the improved canal remains the same, initially the stormwater pond west of Stonecrop Street and ultimately the south prong of the St. Sebastian River / Indian River Lagoon. This proposal will serve to provide improved hydraulic capacity and protection of canal banks, structural foundations, and other property improvements. The project shall provide protection against a 100-year storm event. Activities will be completed in strict compliance with Federal, State and Local applicable Rules and Regulations.

All work falls under a FEMA funded Hazard Mitigation Grant cost share grant.  The project is 75% federally funded, and 25% is funded by the City of Sebastian.
